壹、來臺前簽證(Visa)辦理須知：
Instructions for visa application before coming to Taiwan (Visa)
一、簽證(Visa)：
(一)申請程序(Application Process)
1.申請人在中華民國境外且符合來臺就學居留規定者，應逕向中華民國駐外館處提出申請。
Applicants who are outside the Republic of China and also meet the residence requirements for studying in Taiwan should file an application
with the Republic of China’s Foreign Affairs Office. The link will lead to The Bureau of Consular Affairs website, a translated
English version is available.
2.申請人如已持符合改換就學資格之停留簽證入境，得於停留期限屆滿至少8個工作天前檢具上列各項文件及簽證規費，向本局或中部、南部、東部、雲嘉南辦事處提出申請改辦居留簽證。
Applicants who have entered the country with a residence visa that meets the requirements for changing their schooling qualifications may
apply to the Central, Southern, Eastern, or Yunjianan Offices. Documents and visa fees should be submitted at least 8 working days before
the end of expiry.
(二)應備文件(Necessary Documentation)

繳驗最近3個月內由衛生福利部指定外籍人士體檢國內醫院或國外醫院出具之健康檢查合格證明(居留或定居健康檢查項目表)，國外健檢證明須經中華民國駐外館處驗證。 Submit the medical examination certificate, containing the residence or settlement health examination checklist, issued by a domestic or a foreign hospital certified by the Ministry of Health and Welfare within the last 3 months. 申請人須先依據教育部主管所訂之「外國學生來臺就學辦法」申請入學，並取得入學許可或錄取通知。 Applicants must first apply for admission in accordance with the "Measures for Foreign Students to Study in Taiwan" prescribed by the Ministry of Education, and obtain an admission permit or admission notice. 外國學生應繳驗由學校出具之入學許可或錄取通知書。 Foreign students should submit the admission permit or admission notice issued by the school. 在學之學生持停留簽證入境後申請改辦就學事由居留簽證，須另繳驗交在學證明、已註冊證明及在校成績單。 Students who are in school and applying for a residence visa for the purpose of continued study after entering the country with a long-stay visa must also submit a certificate of enrollment, registration certificate and school transcript. |

限提供本人或三等親(父母、祖父母、兄弟姊妹)出具財力證明、匯款證明、獎學金證明；非本人之財力須另繳附親屬關係證明。 Either yourself or a third party (parents, grandparents, siblings) must provide proof of financial ability, the remittance certificate, and the scholarship certificate. If the financial resources are certified by a third-party, a certificate demonstrating the familial relationship must be attached. 獎學金證明須載明受獎期限及額度。 The scholarship certificate must specify the duration and amount of the award. |

8.其他視個案要求提供之文件。 Other documents as required by the individual case. |
1.視個案審查需求而定（例如：來台目的證明、父母同意書、在台關係人保證書、在臺監護人同意書、無犯罪紀錄證明…等審核所需之文件）。 Depending on the needs of a given case (for example: proof of purpose of coming to Taiwan, parental consent, guarantee letter of related person in Taiwan, consent of guardian in Taiwan, certificate of non-criminal record... and other documents required for review). 2.於國內申請者，須加影印最近一次之簽證頁及入境章頁。 Those who apply in China must photocopy the most recent visa page and entry stamp page. |
2.申請程序 (Application Process)
申請人在中華民國境外且符合來臺就學居留規定者，應逕向中華民國駐外館處提出申請。
Applicants who are outside the Republic of China and also meet the residence requirements for studying in Taiwan should file an
application with the Republic of China’s Foreign Affairs Office.
3.注意事項 (Pertinent Information)
(1)依據「外國護照簽證條例」及其施行細則，簽證核發為國家主權行為，中華民國政府有權拒發且無須說明原因，申請人所繳
之簽證規費亦不退還。
According to the “Foreign Passports Visa Regulations” and its rules of implementation, the issuance of visas is an act of
national sovereignty. As such, the government of the Republic of China has the right to refuse to issue visas without
explanation. The visa fees paid by the applicants are non-refundable.
(2)居留簽證在中華民國境內審核作業需8個工作天，申請人須於停留期限屆滿前8個工作天前向本局提出申請。送件後經通知
補件而未能於7日內補齊者，將退回申請並不退費。倘申請人之原停、居留許可期限在本次居留簽證審核期限間內屆滿，
且因拒發簽證而致在臺逾期停、居留遭內政部入出國及移民署主管機關依法裁罰者，由申請人自行負責。
Resident visas require 8 working days to review, and thus applicants must apply at a minimum of 8 working days before their expiry
of stay. Those who fail to complete application within 7 days will have their application returned. The fees are non-refundable. If the
applicant’s visa is already suspended or the residence permit expires during the period of the residence visa review and the visa is
refused, the applicant is thus overstaying their visa. The applicant is solely responsible and will be subject to punishment according
to the law by the Ministry of the Interior and the National Immigration Agency.
(3)文件之正本驗畢後退還。檢附之文件如係於國外作成，且為中文、英文以外之文件者，應附中文或英文譯本。
The original documents will be returned after review. If the attached documents are not written in Chinese or English, a Chinese or
English translation should be attached.
(4)居留簽證規費及美國籍人士申請簽證之相對處理費收費數額，請參考「外國護照簽證收費數額表」。
For the residence visa fee and the proportional processing fee for American citizens, refer to the link provided which will direct to a
visa fee price table for foreign passport holders.
(5)以免簽證、落地簽證、電子簽證方式入境，或持非以就學目的之停留簽證來臺者，不得以就學為由要求轉換居留簽證或申請
延長停留期限。選讀生或隨班附讀者，不得以就學事為由申辦簽證。
Those who enter Taiwan without a visa, obtain a visa on arrival, have an electronic visa, or who arrive with a Taiwanese residence
visa that is not for the purpose of schooling may not request a change of residence visa or apply for an extension of stay for reasons
of education. Students who have chosen to study of their own accord or audit classes may not apply for a visa on the grounds of
attending school.
(6)持有學校入學許可，不代表即可獲本國核發簽證；獲本國核發簽證者，並不代表即可進入我國境內。
Possession of a school admission permit does not guarantee your government will issue a visa; likewise, a visa issued by your country
does not guarantee a Taiwanese visa.
貳、來臺後居留與出入境辦理須知 (Instructions for Residence and Immigration After Entering Taiwan)

一、單獨招生之外國新生、港澳具外國國籍之華裔新生、復學生Independent Admission for New Students from Foreign Countries, Dual Passport holders from Hong Kong, Macao, etc. , and Reenrolling Students
(一)持外國護照並以居留簽證(Resident Visa)入境（如馬來西亞等）之外生新生，應於入境後15日內，由線上申辦外僑居留證(ARC)。
New overseas students holding a foreign passport and entering the country with a Resident Visa (such as Malaysia) should apply for an Alien Resident Certificate (ARC) online within 15 days after entry.
1.應備文件 (Necessary Documentation)
(1)照片(電子檔.jpg)（2吋脫帽白底彩色照片，頭頂至下巴需在3.2~3.6公分之間）(附件1-照片上傳說明)

(7)新臺幣1000元 NT$1000 in cash.
2.注意事項 (Pertinent Information)
(1)港澳生具外國國籍之華裔學生：居留證辦理方式比照僑外生，請使用外國護照入出境臺灣，不能使用港澳護照。
Chinese students from Hong Kong or Macao with foreign nationality: the method for obtaining a residence permit is the same as for overseas students. Please use a foreign passport to enter or leave Taiwan; you cannot use a Hong Kong or Macao passport.
(2)15日內如何計算？如2018/03/16入境，3/17為第1日……3/31為第15日，必須在2018/03/31之前辦理外僑居留證(ARC)，逾期將處罰鍰，超過30天者，則須繳納罰鍰後強制出境。
How is the 15 day window calculated? If you enter the country on March 16, 2018, with 3/17 being the first day... 3/31 will be the fifteenth day. Thus, you must apply for an alien residence permit (ARC) before March 31, 2018 or face paying a fine and being forced to leave the country.
(3)效期通常1年（以入境日為起日計算，半年至2年之間，視護照效期而定，如未註冊會先給6個月，註冊後補足1年），請務必於效期屆滿前30天內辦理延期。
The validity period is usually 1 year, calculated from the date of entry, with a given limit between a half year and 2 years. If the residence permit is not initially registered, 6 months will be allowed by default and up to 1 year after registration. Extensions are to be processed within 30 days before the date of expiration.
(4)外僑居留證或護照上有multiple re-entry permit者，可於居留證效期內自由出入境，惟有課者出境前請記得辦妥請假手續；畢業、休、退學出境，請攜帶相關證明（畢業證書、休退學證明）及相關辦理文件至移民署辦理出境手續。
Foreigners who have multiple re-entry permits on their residence permits or passports can freely enter and leave during the residence permits’ period of validity, but please remember to complete the exit procedures before leaving the country. For graduation, suspension, and withdrawal, please bring relevant certificates (graduation certificate, suspension certificate) and relevant documents to the immigration department to go through the exit formalities.
(二)持外國護照並以停留簽證(Visitor Visa)入境，須改辦居留簽證(Resident Visa)後（如印輔班等），再辦理外僑居留證(ARC)。
持有停留簽證(Visitor Visa)者，請務必於停留期限屆滿前7個工作天前，自行至外交部南部辦事處（高雄）辦理居留簽證(Resident Visa)，應備文件詳如本須知「來臺前簽證(Visa)辦理須知/簽證(Visa)/ 應備文件」，所需費用新臺幣3000元。
Holding a foreign passport and entering with a Visitor Visa, requires you to change to a Resident Visa (such as Indonesian student focused classes, etc.), and then apply for an alien residence permit (ARC). Resident visa holders are required to apply for a Resident Visa at the Southern Office of the Ministry of Foreign Affairs (Kaohsiung) 7 working days before the end of the grace period. The documents should be prepared as detailed in “Pre-Taiwan Visa Handling Instructions/Visa/ Documents Required," the required fee is NT$3000.
二、已持有外僑居留證(ARC)外生(含直升研究所之新生、延期、資料異動及更換護照)
Foreign students who already hold an Alien Residence Permit (ARC) (from freshmen to graduate students, extensions, information changes, and passport change)
(一)具上述身分者條件者，備妥以下文件，請至線上辦理相關事宜。

NT$500, no further fees during the residence permit’s period of validity.
2.注意事項(Pertinent Information)
(1)延期，請於效期屆滿前30日內由線上辦理延期事宜。若要提前辦理延期，請附理由或證明，例如：回國機票。
For an extension, please handle the extension online within 30 days before the expiration date. To apply for an extension in advance,
please attach a reason or proof, e.g. a return air ticket.
(2)外僑居留證效期通常1年（以入境日為起日計算，半年至2年之間，視護照效期而定，如未註冊會先給6個月，註冊後補足
1年），請務必於效期屆滿前30天內辦理延期。
The ARC’s period of validity is usually 1 year, calculated from the date of entry, ranging between half a year and 2 years, depending on
the validity period of the passport. If the ARC is not registered, a 6 month period will be granted, and up to 1 year post-registration.
Please be sure to file for an extension 30 days prior to the expiration date.
(3)外僑居留證或護照上有multiple re-entry permit者，可於居留證效期內自由出入境，惟有課者出境前請記得辦妥請假
手續；畢業、休、退學出境，請攜帶相關證明（畢業證書、休退學證明）及相關辦理文件至移民署辦理出境手續。
Foreigners who have multiple re-entry permits on their residence permits or passports can freely enter and leave during the
residence permits’ period of validity, but please remember to complete the exit procedures before leaving the country. For
graduation, suspension, and withdrawal, please bring relevant certificates (graduation certificate, suspension certificate)

參、其他情形（遺失、逾期等）Other circumstances (lost, expired, etc.)
一、外僑居留證(ARC)遺失補發(限本人親至移民署臺東服務站臨櫃辦理)
Lost and Reissued Alien Residence Permit (ARC) (Limited to the service counter at the Taitung Immigration Department Service Station)
(一)應備文件(Required Documents)
1.外國人居（停）留案件申請表（請勾選6.居留證遺失/損毀），並貼妥照片1張（限2吋脫帽白底彩色照片，
頭頂至下巴需在3.2~3.6公分之間）
Foreign Resident (Stop) Resident Case Application Form (please check 6. Loss/Damage of Residence Permit), and paste one
photo (limited to a 2 inch color photo with a white background. The head should be uncovered and within 3.2 to 3.6 cm from
the top of the head to the chin).
2.護照基本頁及簽證頁影本（驗正本收影本）
Copy of the passport information page and the visa page (in order to check against the original)
3.在學證明（紙本在學證明或學生證正反面影本蓋註冊章）
Certificate of schooling (paper copy of the school acceptance certificate or a copy of both sides of a registration
stamped student card)
4.遺失居留證聲明書或報案證明/毀損證件說明書
Declaration of loss of residence permit or certificate a loss report/the destroyed permit
5.新臺幣500元 NT$500 in cash
二、護照遺失申報(限本人親至移民署臺東服務站臨櫃辦理)

(一)應備文件 (Required Documents)
1.申請書Application Form
2.身分證明文件(居留證、護照) Identification documents (residence permit, previous copy of the passport)
3.照片2張（限2吋脫帽白底彩色照片，頭頂至下巴需在3.2~3.6公分之間）

(二)注意事項 (Pertinent Information)
1.外國人持憑該護照遺失證明，前往該國駐臺使領館（代表處）辦理補發新護照或旅行證件。
Foreigners will take the passport loss certificate to the respective embassy or consulate of their country to apply for a new
passport or travel document.
2.取得新護照或旅行證件後，應於雲端線上申辦護照資料異動。
After obtaining a new passport or travel document, you should apply the new changes to the relevant databases online
(i.e. other forms and applications, etc.).
三、人在境外，居留證(ARC)快到期，該怎麼延期？
How does one extend a soon to expire residence permit while abroad?

四、居留證(ARC)在境外逾期該怎麼辦？
What should one do if the residence permit (ARC) expires while abroad?
請重新辦理簽證入臺後，再申請換發居留證(ARC)。
Please re-apply for visa to enter Taiwan, and then apply for a new residence permit (ARC).
肆、畢業生欲留臺覓職者(限本人親至移民署臺東服務站臨櫃辦理)
Graduates Who Wish to Remain in Taiwan after Graduation (Limited to the service counter at the Taitung Immigration Department Service Station)
持「外僑居留證」者，取得畢業證書15天內，一定要到移民署辦理延期居留，居留期限統一以畢業當年之9月30日或3月31日為最後期限。
以畢業證書之畢業當月加計6個月為延期居留期限，若有需再延，可再延6個月。
Those who hold an "Alien Residence Permit" must get an extension of residence within 15 days after obtaining
the graduation certificate. The period of stay is the same as the deadline of September 30 or March 31 of the
year of graduation. The extension of the residence period is 6 months plus the graduation month listed on the
graduation certificate. If there is a need for further extension, it can be extended for an additional 6 months.

二、注意事項(Pertinent Information)
(一)留台覓職之居留延期，第一次展延半年，第二次展延半年，最多一年時間為限。
The residence extension for staying in Taiwan to find a job will be at first extended for a half year and a second extension
for another half year, totaling up to one year.
(二)外僑學生(非港澳生)持憑畢業證書申請核發6個月居留延期經許可者，因居留事由「已非屬就學」，於居留期限屆滿前，
於居留期限屆滿前，如欲留臺升學，請重新向外交部駐 外館處申換「就學」居留簽證。
Foreign students (non-Hong Kong and Macao students who, having graduates and thus holding a graduate certificate,
wish to continue studying in Taiwan, should re-apply for a “Student” residence visa at the Foreign Affairs Office of the
Minister of Foreign Affairs before the expiration of their residence period. These students should not apply for a 6 month
extension using the reason “no longer attending school.”
(三)畢業後留臺者若地址有變更，務必更正居留證上的地址。
After graduation, if the your address has changed, so be sure to correct the address on the residence card.
伍、逾期居留
一、逾期30日內（不含第30天），若仍在學中，於繳交罰款及延期費用後，可申請延長並繼續居留。
※逾期居留第29日遇星期日、國定假日或其休息日者，應於次日上班日重新申請居留，其罰鍰以逾期29日採計。
※逾期居留第29日遇星期六者，應於次星期一上午重新申請居留。
二、逾期居留第30日，雖仍在就學中，但於繳交罰鍰後，需於7日內離臺，檢具學校公文重新申請入出境許可證來臺就學。
Overseas Chinese students overstaying for 29 days or more will NOT be permitted to apply for new ARC or extension. Moreover,
they have to pay the fine and emigrate from Taiwan for applying new visa for re-entry. After entering Taiwan, new
application of ARC is required too.
三、罰鍰規定
(一)逾期10日以下者，處新臺幣2000元罰鍰。
(二)逾期11日以上，30日以下者，處新臺幣4000元罰鍰。
(三)逾期31日以上，60日以下者，處新臺幣6000元罰鍰。
(四)逾期61日以上，90日以下者，處新臺幣8000元罰鍰。
(五)逾期91日以上者，處新臺幣10000元罰鍰。
(六)未滿14歲者不罰；14歲以上未滿18歲者減半。

一、簡介 (Introduction)
內政部移民署為提供外國與外僑人士來臺就讀專科以上學校之學生，在駐外館處辦好居留簽證入境後至內政部移民署學生自行線上申辦及發證系統申請居留證。
The Immigration Department of the Ministry of the Interior serves foreign and overseas Chinese students who are enrolled in Taiwanese schools. After being assisted by the resident overseas office and receiving a visa, students upon entering Taiwan will apply for a residence permit online via the Immigration Department of the Ministry of the Interior.
二、申請資格條件 (Eligibility Requirements)
具外國國籍且未曾具有中華民國國籍，持入學許可/通知或在學暨註冊證明。
Any student with foreign nationality but not yet approved for naturalization in Taiwan may hold an admission permit/notice or certificate of enrollment and registration to fill out an application.
三、申請項目 (Application)
(一)來臺就學持憑就讀學校所提供之入學許可/通知或在學暨註冊證明，入境後於15日內於學生自行線上申辦及發證系統提出申請。
Foreign and overseas Chinese students who wish to attend school in Taiwan may apply through the online registration and certification system with an admission permit/notice or certificate of enrollment and registration provided by the attending school within 15 days after arriving in Taiwan.
(二)來臺就學後取得之居留證，就學期間因修業情況有延長停留之必要者，應於居留期間屆滿前三十日內，於線上提出居留證延期申請。
After acquiring a residence permit upon arriving in Taiwan and getting enrolled, the foreign and overseas Chinese students who need to extend their stay in Taiwan due to academic requirements shall apply for a residence permit renewal online within 30 days before the residence permit expires.
(三)來臺就學後取得之居留證，證上資料異動，於線上提出外國與外僑學生資料異動申請。
After acquiring a residence permit upon arriving in Taiwan and getting enrolled, the foreign and overseas Chinese students who need to change their residence permit content shall apply for a residence permit alteration online.
四、申請進度查詢 (Application Progress Inquiry)
(一)案件進度查詢 (Application Progress Inquiries)
外國與外僑學生自行於線上申辦系統完成申請表填寫並成功送出，取得「收件號」(12碼數字)後，即可操作「進度查詢」中「案件進度查詢」功能，輸入查詢條件執行查詢後，系統帶出申請案件資料，提供申請人掌握案件審理狀態。
After successfully filling out and submitting an online application form, foreign and overseas Chinese students will receive a 12-digit confirmation number. Students may then access "application progress inquiry" under "progress inquiry." Students can set the parameters for inquiry so that the system will generate the relevant information automatically for the applicant to keep track of the progress.
(二)優先處理事項 (Inquires of Priority)
外國與外僑學生自行於線上申辦系統完成申請表填寫並成功送出，取得「收件號」(12碼數字)後，於「優先處理事項」功能頁面上，經由系統所提供之各類申辦項目頁籤內案件列表區塊，即可隨時掌握案件審理狀態。
After successfully filling out and submitting out an online application form, foreign and overseas Chinese students will receive will receive a 12-digit confirmation number. Students may then access the "priority" section, the students may select from a wide range of services provided by the system to keep track of their application’s progress.
五、線上繳費 (Online Payment)
線上系統申請案件經移民署審查核可後，請於五個工作日內繳納證件費用。申辦項目及費用如下 :
After the online application is reviewed and approved by the National Immigration Agency, please make your payment for the residence permit within 5 working days, the application type and respective price are listed below:
外國學生，一年居留證件費用：新臺幣一千元整。
Price of a one-year residence permit for foreign students: NT$1,000.
外國學生，二年居留證件費用：新臺幣二千元整。
Price of a two-year residence permit for foreign students: NT$2,000.
外國學生，三年居留證件費用：新臺幣三千元整。
Price of a three-year residence permit for foreign students: NT$3,000.
資料異動及補發證件費用：新臺幣五百元整。
Price for alteration or re-issuance of residence permit: NT$500.
系統提供「國際信用卡」、「網路ATM」、「虛擬帳號」、「E政府繳費平台」及「四大超商」等多元繳費方式。有關「國際信用卡」繳費方式，本平臺不支援中國銀聯卡及美國運通卡，僅限使用JCB、VISA、MasterCard信用卡進行線上繳費，另「E政府繳費平台」提供「國內信用卡」繳費(不含VISA金融卡)，若使用「四大超商」繳費，於繳費後約需2至3個工作天，待款項入帳即完成繳費，繳費完成後將不予以退費。
The system provides multi-payment options such as "international credit card," "online ATM," "virtual account payment", "E-government payment platform," and "payment at the four major convenience stores in Taiwan." Regarding the payment option of "International Credit Card," this platform does not support China UnionPay and American Express, and only JCB, VISA, MasterCard credit cards are used for online payment. The “E-government payment platform” supports domestic credit cards excluding the “VISA Finance Card.” Please note that all payments made at convenience stores take 2 to 3 business days to transact and to confirm that the payment is received. After the payment is completed, no refund will be made.
六、電子居留證及收據下載 (E-residence Permit and Receipt Download)
申請案件經移民署審查核准後並完成線上繳費，外國與外僑學生申請人將收到系統自動寄發之電子居留證及收據電子檔下載通知之電子郵件，即可再行登入本系統後操作「下載專區」中「電子居留下載」、「收據下載」功能，以取得電子居留證及電子收據檔案。請自行下載並以彩色列印紙本後，持憑電子居留證出、入境使用；持憑電子收據至服務站領取IC卡居留證使用。
After the application is reviewed and approved by the National Immigration Agency and after the payment is made, foreign and overseas Chinese students who file the application will receive an e-mail automatically sent by the system informing them that the e-residence permit and receipt are ready for download. By signing into the system, foreign and overseas Chinese students are able to download their e-residence permits and receipts from "E-Residence Permit Download" and "Receipt Download" in the "Download Section." Take the e-receipt to the service station in exchange for the IC card as a residence permit.
